REQUEST FOR PROPOSALS (RFP)
Electric Substation Upgrade
City of Chappell, Nebraska
The City of Chappell is requesting proposals from qualified Engineering, Procurement, and Construction (EPC) firms to provide turnkey services for the design, procurement, construction, testing, commissioning, training, and closeout of improvements to the City's electric substation.
The City operates a municipal electric utility system served from a radial 34.5 kV transmission source. Existing substation facilities include one 34.5 kV / 4.16 kV power transformer, aging 4.16 kV switchgear, one existing generator, and associated distribution feeders. Portions of the existing switchgear have experienced failures and have reached the end of their useful life. The City seeks to modernize the substation, improve reliability and resiliency, replace aging infrastructure, and prepare for future conversion of the distribution system from 4.16 kV to 12.47 kV operation.

Proposals must be received 4:00 p.m. MDT on Thursday, August 13, 2026. Proposals will be reviewed by City representatives. A recommendation for award is anticipated to be presented to the City Council at its regular meeting on Monday, August 17, 2026 at 5 p.m.
The City of Chappell reserves the right to reject any or all proposals, waive informalities, and accept the proposal deemed to be in the best interest of the City.
