CITY COUNCIL MINUTES
CHAPPELL NEBRASKA

A regular meeting of the Chappell City Council was held on August 7, 2006 at the Chappell City Hall at 7:00 P.M. Along with Mayor Rahe, the following members being present: Graeff, Mick, Reichman, and Graves. Staff members also present were City Attorney Joel Jay, Animal Control Officer Terry Duffield and City Administrator/Clerk Heidi Jobman.

Notice of the meeting was posted as required by law.

The Pledge of Allegiance was recited by those present and led by Mayor Larry W. Rahe.

Mayor Rahe informed the public of the location of the Nebraska Open Meeting Act on
the back wall of Council room. (per new law)

Public Comments:
Susan Riley addressed the Council and expressed her disappointment in the Council’s decision on the award of the painting proposal for the Heritage House.

A motion by Council member Mick and seconded by Council member Graves to approve the Consent Agenda including minutes of regular meeting July 17, 2006, the claims list, and all Department Head reports and Sheriff’s report. “Yes” Graeff, Mick, Reichman, Graves. “No” None. Motion carried. Mayor Rahe led a discussion on the wastewater report concerning the acid that had been dumped into our system.

Unfinished Business:
A motion by Council member Mick and seconded by Council member Reichman to approve Resolution 2006-10 Chappell Airport Authority Levy at $10,610, the same as last year. “Yes” Graeff, Mick, Reichman, Graves. “No” None. Motion carried

New Business:
Terry Duffield, Animal Control, was on hand to answer Council questions. Mayor Rahe asked about the barking dog problem at the motel. They are five dogs there right now. Terry explained her actions in the past month concerning the area. One warning and two tickets have been issued. She will drop off copies to the office. Council member Graeff recommended that other neighbors be contacted. Discussion followed. The animal control for July was distributed. Mayor Rahe thanked her for attending and relaying the other side of the story.

David Mauthe addressed the Council and showed a map with the flood plan for the area by the golf course for possible building sites. All is within the 100 year flood plan. There are 6 acres on the east and 3 acres on the west side. Discussion followed.

Joel Jay, City Attorney, gave an update on the annexation project. Copies of the petition for annexation for the City’s 40 acres and the Cave property were reviewed. A motion by Council member Mick and seconded by Council member Graves to approve the petition for annexation for the 40 acres of city property by the interstate. “Yes” Graeff, Mick, Reichman, Graves. “No” None. Motion carried. The petitions will be sent to the Planning Commission for their recommendation at their August 15 meeting.

Mayor Rahe and Council congratulate the Buckley Bomber Junior Legion Baseball Team for their victory at State.

Karen Reichman will be asked to come in again to help temporarily in the office at the rate of $8.00 per hour.

Council Member Comments:
Council member Graves extended thanks to Kim Williams, Joel Jay and Cindy Williams for their hard work spreading cedar chips around the downtown trees. Council member Reichman distributed a letter from the Peter Kiewit Foundation. Our local fire department received a check to help with expenses for equipment repair and the personal expenses of our volunteers that fought the fires at Harrison. Mayor Rahe informed the Council that it would soon be time to review all employee performances for the annual review. Mayor Rahe also discussed the animal control contract, the baseball field contract up in November of 2007, mosquito spraying, and the local match still needed for the lake dredging and trail projects. He asked each Council member to review the applications already received for the administrator/clerk position. They would need to get together and discuss the possibilities.

A motion by Council member Graves and seconded by Council member Reichman to adjourn the meeting at 8:15 p.m. “Yes” Graeff, Mick, Reichman, Graves. “No” None. Motion carried.
